ISYY Representative Council Meeting’s Decisions 6/2023

The Representative Council of the Student Union of the University of Eastern Finland (ISYY) held its sixth meeting of the year on Tuesday 24 October 2023. Since the meeting 4/2023 and 5/2023 did not have a quorum, ISYY Council was not able to make any decisions and the decisions were shifted to this meeting. 

In Tuesday's meeting, ISYY Council decided to decrease the amount of ISYY membership fee according to the proposal of the ISYY Executive Board. In view of the past years’ surplus and the draft budget, ISYY Board saw that it would not be appropriate to keep the membership fees at the current level. ISYY Council decided according to the following: 

• Membership fee for bachelor’s or master’s degree students 2024–2025: 73€ (from which the autumn semester is 36€ and the spring semester 37€)
  • If paid in two instalments, a surcharge of 2€ per payment is added to the amount, which means:
    • Membership fee for bachelor’s or master’s degree students autumn semester 2024: 38€
    • Membership fee for bachelor’s or master’s degree students spring semester 2025: 39€
• Membership fee for postgraduate students 2024–2025: 56€ (from which the autumn semester is 27,50€ and the spring semester 28,50€)
  • If paid in two instalments, a surcharge of 2€ per payment is added to the amount, which means:
    • Membership fee for postgraduate students autumn 2024: 29,50€
    • Membership fee for postgraduate students spring 2025: 30,50€.

In the meeting ISYY Council also decided on the acquisition of the facility in Sepänkatu Joensuu according to the preparation of the Chair of the ISYY Board and Secretary General. Inspection of the condition was made for the facility and in reference to its results ISYY Board proposed ISYY Council to buy the shares (facility), to move ISYY office to the new facility, to terminate the lease of the Haltia premises and to make an additional budget for the moving, renovation and furniture. ISYY Council decided that they will no longer continue the acquisition of the facility. 

ISYY Executive Board opened a call for Student Representatives for the UEF Administration for the term 2024–2024 in September and in this meeting the ISYY Council named the representatives for the UEF Board. Other UEF Administration positions are still in the extended call and will be decided on the next meeting. ISYY Council elected Eetu Hyvönen and Marko Koskelo to the UEF Board for the term 2024–2025. Next up, the decision of ISYY Council, is shifted for the UEF Collegiate Body to be confirmed.

ISYY Council also decided to confirm the changes in the ISYY Rules, that will dissallow ISYY Board members to act in ISYY's Committees. The changes must be confirmed twice, so the final decision will be made on the next ISYY Council meeting.

In addition to the decisions that are described above, the ISYY Council had preliminary discussions about the matters listed in the meeting notice, considering the budget 2024 and changing the procedure when electing the ISYY Executive Board. The meeting minutes will be published on the ISYY website’s Documents section no later than 7 November.

The ISYY Council will have its next and last meeting 23.11.2023, when they will decide the budget and action plan 2024 and state the result of the ISYY Representative Council elections. On the same day the new ISYY Council will hold its formational meeting, where they will elect Chairperson for the ISYY Council, ISYY Executive Board and the Chairpersons for the Councils for Chairpersons in Joensuu and Kuopio for 2024.
